Committee to advise on the quality of mental health services in New York State correctional facilities
Managing Director in KeyPoint’s Criminal Justice Services Group, Mr. Horn was one of five individuals recently appointed to the newly established Psychiatric Correctional Advisory Committee, part of the New York State Commission on Quality of Care and Advocacy for Persons with Disabilities. The committee was created as part of the Special Housing Unit (SHU) Exclusion Law, which recognizes the need to provide people who are incarcerated -- and who have been diagnosed with a serious mental illness -- with access to mental health services.
As a member of this committee, Mr. Horn will contribute insights and advice on the quality of mental health services in New York State correctional facilities. In addition, Mr. Horn will assist the committee in identifying areas for improvement, and developing suggestions for improving mental health services to the incarcerated population.
Mr. Horn is regarded as an expert in the field of correctional facilities administration. In 2002, Mr. Horn was appointed by Mayor Michael Bloomberg to serve as Commissioner of the New York City Department of Probation, effective Jan. 1, 2002. A year later Mayor Bloomberg appointed him to simultaneously serve as Commissioner of the New York City Department of Correction and he held both positions simultaneously until July 31, 2009.

INSA Task Force Focusing Efforts on Security Policy Reform
Managing Director in KeyPoint’s Inspection and Clearance Services Group, Ms. Linda Dei was recently appointed to the Intelligence and National Security Alliance (INSA) Security Task Force.
As part of the task force, Ms. Dei provided input on an INSA white paper, titled “Next Steps for Security Reform: Industry Proposals to Enhance Efficiency and Reduce Costs in National Security Contracts”, released in conjunction with Government Executive Magazine at the National Press Club in Washington, DC during a discussion on Tuesday, December 13, 2011.
Ms. Dei is considered a subject matter expert and distinguished leader in the field ofsecurity clearances and has served in this capacity for over 33 years with the U.S. Army Central Clearance Facility and Defense Security Service.
The Task Force reached consensus on six critical overarching ways to promote efficiency and improve security practices at reduced costs, while allowing government and industry to work together. KeyPoint is pleased to have had an opportunity to provide input on key initiatives and reforms being undertaken by the Federal Government and the INSA Security Task Force.

KeyPoint’s expansion has now reached western Pennsylvania. In an effort to provide outstanding service to existing clients, KeyPoint has opened a new office strategically located in Slippery Rock, PA.
In November, 2011, KeyPoint held an Open House to celebrate the grand opening of this new facility. Several members of KeyPoint’s management team were in attendance including, CEO Jeff Schlanger; Program Manager Scott Kobasick; and VP of Contracts and Compliance, Sue Ordakowski. During the event, KeyPoint welcomed guests from the Office of Personnel Management (OPM) and the local community.
This Slippery Rock location will not only better position KeyPoint to more efficiently meet the needs of existing customers, but will also serve as a centralized operations and training center for KeyPoint’s Western PA staff. This office is the newest addition to other KeyPoint locations including, Loveland, CO; New York, NY; Washington, DC; and Austin, TX.

CEO Jeff Schlanger Selected As Speaker For International Civilian Oversight Seminar

KeyPoint Government Solutions President and CEO Jeff Schlanger was selected by the United States Agency for International Development (USAID) to participate in a seminar in Kingston, Jamaica, to examine the role of civilian oversight of the Jamaican Constabulary Force. The seminar was sponsored by the Police Service Commission and the Police Civilian Oversight Authority in conjunction with the University of the West Indies, and was held Tuesday, Nov. 23, 2010. Mr. Schlanger participated in meetings preceding the seminar and presented at the symposium on court-mandated monitoring of police systems.
Funded by USAID, Management Systems International (MSI) is implementing the Jamaica Community Empowerment and Transformation Project (COMET). The project is working to strengthen the capacity of the Jamaica Constabulary Force (JCF) to do community policing throughout the country. After successful pilot programs in three communities with troubled histories, COMET is now engaged in supporting JCF efforts to roll out community policing to all of its coverage areas.
As the representative for the United States, Schlanger joined leaders from Canada and the United Kingdom as symposium presenters. Speakers included Senator Dwight Nelson, Minister of National Security; Mike Franklin, of the Independent Police Complaints Commission (IPCC) in London; and Toronto Police Chief William Blair as symposium presenters. Mr. Schlanger’s experience in monitorship roles for the Los Angeles Police Department and independent reviews for police departments in Texas and Tennessee equip him with unique experience that will benefit the efforts by COMET to establish best-practice strategies for their law enforcement organizations.

The newly formed Homeland Security Intelligence Council includes 25 senior professionals from government, industry, and academia who are thought-leaders in homeland security and/or intelligence. The Council will serve the intelligence and national security communities by offering a forum for non-partisan debate and thought leadership on homeland security issues that lead to the identification and development of innovative solutions. Frank E. Skroski III joins KeyPoint as Managing Director
In August, KeyPoint Government Solutions (KeyPoint), a leading provider of investigative and risk mitigation services, announced the addition of a key hire to their leadership team. Frank E. Skroski III will serve as a managing director supporting the company’s growing practice areas.
Frank Skroski joined KeyPoint on Aug. 2 and brings with him more than 30 years of experience supervising and managing law enforcement-related national programs within the federal government. At KeyPoint, he will contribute to program management and Mr. Skroski will also play a key role in proposal development with KeyPoint’s business capture teams.
Mr. Skroski served more than 25 years with the U.S. Marshals Service, starting as a Witness Security Inspector in Connecticut and working through local and regional positions including those of Chief Deputy in Tampa, Fla., and Acting Marshal for the Southern District of Texas. He served in other senior roles at the national level, including those of Chief/Assistant Director of Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Ga., and Chief /Assistant Director of the Protective Services Division in Washington, D.C. He has an extensive background in protection, investigative and training programs, overseeing large teams and multimillion-dollar budgets.
Following his tenure with the U.S. Marshals Service, Mr. Skroski spent more than four years with the Transportation Security Administration in key leadership roles, both in law enforcement security and training, as well as in program management for threat assessment and credentialing, where he was program manager for the adjudications and referrals center.
Following that, Mr. Skroski became the Senior Vice President for Operations at a national security company and later led marketing efforts for another private security firm in the greater Washington area. As the Senior VP for Operations, Mr. Skroski was responsible for day-to-day operations of the company’s security officer workforce.
Mr. Skroski also has extensive international experience, particularly in the emerging democracies of southeastern Europe having been the President of Government Reinforcement Services, a company focused on helping such countries deal with widespread fraud and corruption.

KeyPoint Government Solutions Managing Director Martin Horn addressed 2nd Latin American Regional Seminar on Corrections sponsored by the Argentine Federal Penitentiary Service and the International Corrections and Prisons Association.
Entitled, “Key Problems of the Region and Opportunities for Penitentiary Reform in Latin America,” the event brought together professionals representing the entire spectrum of the corrections field from across the globe – from the developed and developing world; public, private and voluntary sectors; and the prisons and community corrections’ areas.
Horn’s presentation addressed means of reducing incidents of violence, homicide and suicide in prisons and the need to focus on safety as an important element in ensuring human rights for the imprisoned.
Mr. Horn is former Commissioner of the Department of Correction of the City of New York and simultaneously served as the City Probation Commissioner. He previously served as Secretary of Corrections for the State of Pennsylvania during the term of former Governor Tom Ridge. He is a widely recognized expert on prison and jail operations. He has written, spoken and been consulted in the United States, Europe, China and Latin America on the management of corrections and detention facilities and on ways to improve their human rights performance by focusing on staff and prisoner safety.

Marrakesh, Morocco – KeyPoint Government Solutions Managing Director Martin F. Horn addressed the 9th Biennial International Conference sponsored by John Jay College of Criminal Justice in Partnership with the Moroccan Advisory Council on Human Rights and Hassan II University in Marrakesh.
Entitled, “Societies in Transition: Balancing Security, Social Justice and Tradition,” the conference convened experts on security, criminal justice, human rights, and academics from more than 35 countries.
Mr. Horn’s presentation, “Using Performance Measurement to Secure Human Rights in Prisons and Jails,” discussed means of improving criminal justice sectors in addition to policing in order to achieve security-sector reform, increase governmental legitimacy and counteract insurgency. Horn proposed utilization of performance management techniques that he has successfully used in achieving improved prison and jail safety.
Mr. Horn is former Commissioner of the Department of Correction of the City of New York and simultaneously served as the City Probation Commissioner. He previously served as Secretary of Corrections for the State of Pennsylvania during the term of former Governor Tom Ridge. He is a widely recognized expert on prison and jail operations. He has written, spoken and consulted in the United States, Europe, China and Latin America on the management of corrections and detention facilities and on ways to improve their human rights performance by focusing on staff and prisoner safety.
Other speakers at the Conference included Scott Atran, Research Director of Artis Research and Risk Modeling, Ahmed Herzenni, President of the Moroccan Advisory Council on Human Rights, David Lawrence of Goldman Sachs, and Patrick Burton of the Centre for Justice and Crime Prevention in South Africa.

CEO Jeff Schlanger helps NY Attorney General explore governor scandal
In March, Jeff Schlanger, President and CEO for KeyPoint Government Solutions, served as independent counsel alongside the State Attorney General for New York to explore whether Gov. David A. Paterson lied under oath about accepting free World Series tickets in 2009. The testimony delivered before the State Commission on Public Integrity led to charges being filed against the governor, although no indictment resulted. more >>
